Per Training Rate
How it works: The entire rate is deducted from the selected budget regardless of participant numbers or status.

Budget calculation: Single fixed amount, regardless of attendance
Per Participant Progressive Rate
How it works: The total rate is divided by the current number of participants, with costs recalculated as enrollment changes.

Setup: $5,000 set as total rate
Scenario 1: First participant enrolls
- Budget deduction: $5,000 (full amount)
